Meet Rich Mancuso

A Life of Service, Integrity, and Community Leadership
Rich Mancuso has spent his life serving others in uniform, in the boardroom, and in the classroom. Now he's bringing that same lifetime of principled leadership to the Colorado State Senate.
Rich served in the United States Army as a Combat Medic and Psychiatric Specialist, developing a deep sense of duty and care for the people around him that has defined everything he's done since. After his service, he built a successful career in financial services, helping families grow their investments and supporting the launch of three public corporations. He pioneered a financial literacy program at Red Rocks Community College and, as a Marketing Director, developed innovative tools, including affinity credit cards, that transformed how nonprofits raise money for the causes they serve.
Later, Rich took his real-world experience into the classroom as an American History teacher at D'Evelyn Junior/Senior High School, where he was honored five times as Teacher of the Year and recognized in Who's Who for America's Teachers and Educators. He didn't stop there. Rich served as a Rotary Club President, a board member of the Rotary Youth Leadership Association, and a board member of Crutches 4 Africa, helping those impacted by polio and war.
Rich holds a Bachelor of Arts, Bachelor of Science, and a Master of Science from Winona State University, where he is a Distinguished Alumnus. He has served as Chair of the Jefferson County Liquor Board and served on many community organizations.
A veteran, businessman, and educator, Rich combines real-world achievement with genuine care for his neighbors. Throughout his career, he has led by inspiring others, encouraging innovation, and demonstrating principled leadership. Rich now brings his lifetime of experience and integrity to the Colorado State Senate.
Rich on the Issues
Rich is running because Jefferson County families deserve better. They deserve safe neighborhoods where kids can grow up without fear, property tax relief that keeps seniors and working families in their homes, and a government that is honest about how it spends their money. Rich will be tough on repeat offenders, stand behind law enforcement, and fight to lower the cost of living so this community stays
affordable for everyone. His priorities are straightforward: safer streets, a lower cost of living, and a representative who actually shows up.
Cost of Living – Inflation Colorado families are feeling the squeeze from rising costs across the board. Rich will fight to put money back in your pocket by cutting taxes, reducing red tape, and making sure Colorado fully honors TABOR refunds, keeping your hard-earned dollars where they belong.
-
Full TABOR refunds returned to taxpayers
-
Cut regulations that drive up families' everyday costs
-
Permanent property tax caps for homeowners
-
Oppose any new taxes, fees, or hidden charges
Economy and Jobs Colorado's competitive advantage is under threat. Rich will work to slash red tape for small businesses, block new taxes and mandates, and invest in workforce training by expanding apprenticeships and vocational programs that set Coloradans up for high-paying careers without a four-year degree.
-
Cut taxes and regulations for small businesses
-
Expand vocational programs and apprenticeships
-
Invest in broadband and critical infrastructure
-
Oppose mandates that stifle hiring and growth
Housing Affordability and Supply The housing crisis is real, and it is driven by government-created barriers, not a lack of demand. Rich will champion a supply-side approach: restore local control, cut permitting delays, and reform zoning so more homes can be built at prices families can actually afford.
-
Streamline permitting and cut construction red tape
-
Tax credits for builders of starter homes
-
Down-payment assistance for first-time buyers
-
Liability reforms to encourage more building
Crime and Public Safety Repeat offenders and fentanyl dealers are tearing apart our neighborhoods. Rich will fight to restore accountability through stronger sentencing, fully fund law enforcement recruitment and retention, and protect qualified immunity so officers can serve without fear of politically motivated prosecution.
-
Tougher sentencing for repeat offenders
-
Fund police recruitment, training, and retention
-
Protect qualified immunity for officers
-
Stricter bail requirements for violent offenders
Education, Safety and Parents' Rights In the aftermath of the Evergreen High School tragedy, Rich is committed to ensuring every school in Jefferson County is safe, transparent, and responsive to families. Parents, not bureaucrats, know what is best for their children.
-
Trained School Resource Officers in every school
-
Full curriculum transparency for parents
-
Expand charter, private, and homeschool options
-
Keep classrooms focused on reading, math, and critical thinking
State Spending and Taxes Colorado's budget has ballooned far beyond population growth and inflation since 2018. Rich will work to cut waste, end progressive pet projects, freeze non-essential hiring, and block any effort to circumvent TABOR. With spending under control, he will push for meaningful tax relief.
-
Freeze all non-essential state hiring
-
Cut waste from bloated state agencies
-
Block any effort to circumvent or undermine TABOR
-
Fight for broad-based tax relief for families
Energy Costs and Wildfire Protection Xcel Energy rate hikes driven by ideological mandates could push electricity bills up 55 to 72% by 2029. At the same time, overgrown forests continue to put communities at risk. Rich will hold utilities accountable and pursue aggressive forest management to shield HD-25 families from both financial strain and wildfire danger.
-
Challenge Xcel Energy rate hikes and hidden fees
-
"All-of-the-above" energy strategy with affordability as the priority
-
Aggressive forest management to reduce wildfire risk
-
Harden infrastructure without passing costs to homeowners
Immigration and Border Security Our immigration system must be orderly, transparent, and rooted in the rule of law. Rich supports strong cooperation between local and federal law enforcement on criminal matters, tougher border security, and state action to stop fentanyl trafficking, while honoring the legal contributions immigrants make to Colorado.
-
Local-federal cooperation on criminal enforcement
-
Advocate for stronger federal border security
-
Combat fentanyl trafficking tied to illegal crossings
-
Oppose sanctuary expansions that protect criminals
